what are the new set off rules for ITC? and can we manually change the ITC utilisation amount while filing GSTR 3b?

Yes you can....but IGST input needs to be exhausted fully .

IGST=IGST+CGST+SGST
CGST=IGST+CGST+Cash
SGST=IGST+SGST+Cash.This is the new setoff rule for GSTR3B.
