ITC on URD Purchase

When a machinery is purchased from urd by a registered delear, whether the registered delear is eligible to take ITC on such purchase

How can URD collect tax...

it is not covered under rcm if You paid rcm then you can claim itc

Not possible to claim ITC purchased from Unregistered dealer.
When unregistered dealer does not have gst registration, then how can he charge gst

An Unregistered Dealer cannot collect GST from it's customers. Then how can you claim ITC for the same ???
