I have stock of medicines which were covered under mrp compounding in kerala.whether I get itc on it

A dealer,who was unregistered under VAT Act ,now has taken registration under GST Act,deals in medicine (MRP Goods).Is he eligible for ITC on stock of goods of VAT regime ?
