I am a trader of medicine and purchased a motor vehicle for transportation of medicines to different parties.Can I avail ITC on purchase of motor vehicle w.e.f 1.2.19?

what will be the eligibility prior and post amendment 1.2.19 in case of ITC on purchase of motor vehicle for transportation of goods? In both cases is ITC available?
