ITC on hotel for business trip

I am registered in Punjab. I booked a hotel for business trip to Surat. can I claim ITC of that ?

As per Section 12 of IGST Act, POS shall be Gujarat and thus CGST and Gujarat SGST shall be leviable...
Taxable person registered in Punjab shall not be able to take credit of CGST and SGST.

No ITC cannot be claimed
