Yes. ITC on freight charges can be availed.
Yes, even if paid at 5% or 12% ITC is eligible. ITC restriction is for the supplier and not the recipient.
Also, if you are into exempt supplies, then ITC could be restricted under Section 17 r/w Rule 42.
