Exporter takes goods from supplier and supplier charges .05% sgat and cgst. Then can exporter claim that cgst or sgst.

Yes, no bar. But make sure that all procedural requirements are met for 0.01% rate

Because notification provides only procedure for exporter but does not include about ITC related matter.
