Itc of vat on expenses

Hi

PL tell can we take Input tax credit of VAT on expenses. Suppose we purchase stationery for office use amounting Rs.   4000 on that VAT Amt  is 200 . so can amt of 200 be adjusted agst the input tax agst purchase.
