No. unless he involved in further supply ( sub contractor) . Read sec 17(5)
Sir he is providing services to MESCOM PVT LTD. Can he clime?
Yes definitely he can can avail ITC on his inward supply
But he is not a sub contractor and his works are fixing the underground pipeline and fixing of cables in street.
