Can we transfer the input tax excess credit to another branch without the material moment? ( same PAN and same trade name )

Each branch with different GSTIN is treated as independent unit, claiming input credit over the transfer to another unit............. till final sell to consumer/purchaser.
Registered under same state?
No.
We have 8 GSTIN for 8 different states.
Can we transfer the GST credit to another branch without material movement?
We have sum excess unutilized credits available so we need to transfer other branch which is GST liablity.
if so please share the notification.
