Itc credit carryforward query

1. if in June month I don't have credit on vat return I have paid tax than when we go on GST can i fill trans 1 for with nil amount credit or it not required ? 2. if I have liability to pay vat in June month but there is a some closing stock in my company than I can carry forward or not?
