GST registration taken in March 2019 No Outward Supply during the month of March 2019.No ITC claim taken in the month of March.In September 2019 can take that ITC claim.

ITC Claim is eligible only from the month of registration. Hence in your case if you have valid ITC for the month, and no sales reported you can still avail the accumulated ITC from march in the subsequent months even no sales is reported, and can utilise the eligible ITC against your liability that may arise in future against taxable supplies.
