Yes you can claim
Just manually enter ITC previous quarter plus automatic fetch by gstr3b

Yes, you can claim the ITC in Q4 GSTR 3B.
For reference purpose it's better that you also prepare a reconciliation to address any queries raised by the dept. in future.
