If GSTR 3B submitted but Tax Lability is not sett off so can utilize Tran-1 ITC claim ?

Why you can't set off your tax liability...?
When you file TRAN 1...?
Which month you want set off TRAN ITC...?

But you care about it

It should taken as SGST only coz vat under state Tax
