There is no ITC available for out door supplier who is charging 5% GST.

what about ITC availment for recipient?

For Recepeint credit is block Under Section 17(5)

Same is also BLOCKED for the Recipient by virtue of SECTION 17(5) of the CGST Act 2017. It's a BLOCKED CREDIT.
