can a registered person receiving supplies from an unregistered person avail ITC? please do explain in detail

Unregistered person can’t issue a GST Invoice. Depending on the nature of goods you may have to pay GST under RCM
How can a URD issue a Gst invoice.he CANNOT issue .
when GST IS paid under RCM...ITC can be availed right?
Mostly yes, but depend on your outward supplies
