If seller didn't deposit Gst amount and buyer take input Gst. Then there are any obligation on buyer under Gst Act

No the buyer cannot take the input for the same
As per sub-clause 2(c) of Section 16 CGST , no credit can be claim if the supplier do not deposit tax

Also You can consider the no of days of the payment and with the dealer...

Buyer Eligible to take Input Credit if below mentioned condition fullfilled
1 Tax Invoice Received
2 Seller paid Tax Liability on Sale
3 Saller filled GST Return
