GOODS & SERVICES USED BY TAXABLE PERSON FOR THE CONSTRUCTION OF BUILDING WHICH IS TO BE USE BY HIM IN THE COURSE OR FURTHERANCE OF BUSINESS..is builder eligible for itc ?

he cannot claim ITC if he sell the building after receiving completion certificate & it is a sale
....before construction he can claim ITC only on plant & machinery if it is used for construction
