ITC & Liability of GST on Footwear by Retail

Dear Sirs,

How will Input Tax Credit taken of GST by Retailer on Footwear purchase from manufacturer? And how will be charge from Customer on Sale? While; the Tax base has been fixed at the maximum retail price.
