is there any new rule that excess of IGST can not be adjusted with SGST/And CGST

No.There is no such rule..
You can utilize excess of IGST to set off cgst/ sgst liability.

No there is no such Rule. You can use the excess balance of IGST to set-off CGST and SGST liability respectively.
