we don't have output credit. what ever paid as gst input 18% can we claim gst refund for the fy 2018-19. please share thoughts. please share deadline for claiming refund?

see if u don't have output tax liability then why registration required. If u want still i raise refund request and get amount

collection for maintenace charges less than & equal to 7500/- is exempted for Society(As per Notification 2/2018 CT (r))
But many other services supplied by society is taxable for Example Non-occupancy charges, Interest on delay payment, Sinking fund, Parking charges, Transfer fee Example of exempt or nontaxable supply are Bank interest, FD interest, Water charges etc.
hence you can claim credit in proptionate to Taxable supply (As per rule 42) But Cannot Claim Refund .

i paid gst amount to vendor for housing keeping and security services @ 18%. is there any exemption certificate can get from gst department and say to vendor not to charge gst in their invoices.

Refund can be claimed if related to exports of goods/exported services/inverted duty structure goods- refund But if credit is accumulate relates to business of making taxable supplies in India, then no option to claim refund/ C/f credit and can set off against output GST liability in future
