ITC-04 Late fee or Penalty

Hi,

We haven't ITC-04 filed Last two quarter (July'19 to Sep'19) & (Oct'19 to Dec'19) Is there any Late fee or Penalty for this?

As of now no penalty or late fee structure announced

If the job work is done within the premises of the principal, then does the same require to be entered in form ITC 04?
