yes. you can file a revised return without sending the original ITRV to CPC. The revised return will however, be considered as belated return only.

iF THE ORIGINAL RETURN IS FILED BEFORE THE DUE DATE then only you can revise the original return. Irrespective of whether iti is validated/verified or not. otherwise everybody will do that and there will be no meaning to due date.

Original return is filed before due date but NO hard copy was submitted. So it seems I can submit a revised return now giving reference of the original return right ?

Dear Rawat,
This factually incorrect. Irrespective of whether your earlier return has been processed or not/ whether CPC has received ITRV or not, your revised return will be processed.
I would glad if you could share any legal provision to back up your opinion. I have attached a factual position in one of the case handled by myself in support of my opinion. As you will see in the attached file, for AY 2014-15, the original return was just uploaded and after that return was revised in a different form and was duly processed.

So it means I can submit a revised return even though hard copy of the earlier uploaded return (which was uploaded within due date) is not submitted.
A follow up question is there a time frame to submit this revised return ? 120 days has already passed post upload of the earlier return.

You can revise the return before the end of assesment year or ur ITR is processed.
Since 120 days period is over - the revised return will be treated as belated return and you have to file u/s 139(4) only.
Since original return will be treated as null and void.
Within 120 days you could have uploaded revised return and sent ITR-V of both to CPC.
