If the refund claimed is a substantial portion of the tax paid (say 15% of TDS), I hope it is still easy to get. Are there any special scrutinies for such cases?
One person has paid around Rs 1.3 lakh (TDS) and expecting around 17k refund.
Please advice

tax machinery does not run of expectations and hopes, it needs calculations and compliance of rules and sections.
if rules and sections are complied fully, then his any claim , even 100% would be admitted by tax department.
