any one can file itr for the year 2015-16 financial year?

Any body cannot file ITR, unless capable to do so!!!
Yes, one has time limit to file ITR of FY 2015-16 till march, 2018...... u/s. 139(4)....
and for assessment year 2015-16?
Chance lost by March, 2017.........
But if refund due or carry forward loss.......... can apply for condonation for delay filing u/s. 119(2b)
is any option to file manually to ito department?
Act doesn't provide such option.
