Can a company issue share certificate to the subscibers to the AOA before it obtains Certificate of Commencement of Business?

Hi
After obtaining Certificate of incorporation from concerned ROC, company can issue share certificate to its subscriber of MOA and AOA. It is not a pre condition for company to obtain COB for issue of share certificate.
