Issuing form 16 by employer: need the employee (assessee) necessarily procure the form from the employer and submit along with the IT Return?

No need for submission along with ITR.

If an employee ( not coming under tax bracket)requested for a Form 16 to the employer for taking a bank loan. Shall employer can issue manual Form 16 for the period 1.4.18 to 31.01.19 ( till salary paid by the company) to the employee.

if the employee is below the tax liability, there is no requirement on the part of company to deduct tds. So there is no need to issue the form.
for the purpose of the bank loan, he can file the IT return directly without form 16, based on pay slip. and submit the same to bank
you can take a salary certificate from your employer and produce the same for loan purpose
