IS THE RIGHT TIME TO INVESTMENT IN FD FOR 3-5 YEARS

I am senior citizen , 

Please advise is the right to invest in FD of PSU banks for 3 to 5 years or wait till December ?

Is there any possibility to increase in FD rates in few months

Please advise
