I WOULD LIKE TO KNOW THAT IF A COMPOSITION DEALER PURCHASE GOODS FROM AN UNREGISTERED DEALER IS RCM APPLICABLE FOR COMPOSITION DEALER ON THAT PURCHASE.

No... RCM not applicable from 13th Oct 2017 to 30th Sep 2019...

As per Notification 22/2018 CT (r) , inward supply from URD is deferred to 30/09/19, such inward supply is treated as Exempted purchases. RCM not applicable.
