The answer of the question "whether PM is sufficient to pass or score marks" depends how you use it.
Dear, first of all CA exam is a professional exam. ICAI wants such level of knowledge with the help of which you will be able to understand the problem of your client and solve it. Knowledge is not just information it includes understanding (ability to apply the information in practical life) also.
Merely reading of the PM will not give you an ability to apply the informations. But the conceptual clarity of all the concepts refereed in PM and its practice by way of practising papers will make you such level of knowledgeable as is required by ICAI.
So in conclusion, if you get all the refereed concept cleared and do sufficient practice then PM is surely sufficient.
