Dear Mr. Jaspal,
As per Notification No. 203, dt. 28.7.2006, PAN Number is required to be mentioned on the fixed deposit receipt under the Tax-Saver scheme. The said notifcation is available on the website of Income Tax Department ; www.incometaxindia.gov.in in "Notifications".
In my opinion, the Banker is right.

Laxmikant is correct
and further regarding opening of new acc. they can open without ur PAN.
As per KYC of RBI a bank can open ur account without PAN but u need to declare the same that u dont have PAN which is nothing but form 60.
But without PAN u cant deposite more than Rs. 49999.99.

i just want to add one point. It is mandatory for Banks to mention PAN on the face of original FD certificate as per RBI guidelines.
