Is maintaining of account compulsory?

I have constitued a partnership firm but due to some dispute there is no business for the firm and as per IT Act the return for the Year 2015-16 & 2016-17 is to be filed. As there are no transaction in the Firm wether it is necessary to maintain books of accounts for filing Income Tax Return?

Unless income declared under 'No accounts Case"; maintaining accounts is mandatory and to be kept in records; even though no documents are attached while filing return.
