Is late fees for GSTR1 of FY 2017-18 still waivered post 31/10/2018?

Many CA are stating that even though the waiver of late fees for GSTR1 (FY 2017-18) was only available till 31/10/2018, Assessee are still not being charged late fees even if they file GSTR1 after 31/10/2018.

Can someone confirm if this is true?
