Of course it isn't. You can't sign an American BalanceSheet unless you're a Certified Public Accountant (C.P.A. is the C.A of America.) And there are also C.P.As based on jurisdiction of the 50 states of America.
But C.A degree could be used to show that you have cleared an exam having various subjects related to finance, accounts and costing at a professional level with internship. Laws and Audit will obviously be different. Information Technology is useless.

Not sure about the validity of this course.... but looks like the Indian CA;s are far ahead in competence than many peers....

Indian CA degree is not valid in US and UK, however CPA (the CA degree their) from ICAEW (Institute of chartered accountants of england & wales) can be earned by passing 3 more exams from ICAEW after passing CA from india.
Check ICAEW, England website for more details.
