Is GST applicable on samples??

For eg: if I have to send sample (Tea) to another state do I have to raise invoice ??

Yes invoice shall be required in case of free sample also in case of GST regime.

Samples are not taxable as no consideration received for the same

but if send 10+1 in invoice than we hv to charge gst on 10 or 11

if samples is send to related person then you have to pay Gst if it is to non related person then no need to pay gst . tax invoice of nominal value

You can send 10+1. You charge GST for 11. If you ll give 1 is free you can less Your Own value.
Ex:
11 items is - Rs. 11000
GST @ 18% - Rs. 1980 = 12980
less Discount - Rs. 1000
Grand Total = Rs. 11980.
