is 234F fee fee for late filing of ROI, Fee for late filing TDS return deductible as pgbp exp ?
similarly what about other fees ? are they allowed as pgbp expense ?

Yes 100% allowed as pgbp expense since these are fees which are distinct from penalty and interest and there is no nexus between fees and penalty

sir i remember a judgement where tds return late filing fee was allowed.
but i am doubtful over 234F....is it not in nature of penalty ?

No surely it is not
It is also one of the kind of fees like the one for late filing of tds tcs return
So 100% allowed
