Dear Ranjit,
A gazzeted officer has power to attest and verify various doccuments as authorised by the central government in its official gazzete, on the other hand a CA can only attest and verify only those ducuments as prescribed by the ICAI.
So a CA holding a COP cannot be regarded as a gazzeted officcer
