Is ca final getting tough?

My Tutor said due to doubled inputs(Students) icai is making the qualification of CA tough and tough. They wanted to limit the no. of students clearing Final so that they could maintain their Demand. 

Is it true?

Also There is a draft in proposal by BJP  that all bank transactions to have a transactoin fee of 2% instead of Income tax filing to prevent evasion.
