I 've an interesting query. Do CA/CS can act as gazzetted officer for authentication of certificates in general for submission to Govt Deptt.s

Not at all.....
Status of Gazetted officer is granted to specified Govt. posts. Thus if you are sitting at such specified govt. post by virtue of CA/CS then you can become gazetted officer, not purely on the basis of CA/CS only.
