We shouldn't blame the ICAI without knowing what really happened that prompted them to reschedule the exam. Most of the times the reason a paper gets deferred is because the officials at an exam centre end up opening up a wrong packet of question papers. Last time I acted as an Observer in CA exams. We did not venture to open the packets until each one of us—the Observer, the Coordinator and the Supervisor—were absolutely certain that we had matched the codes correctly and were taking the correct bundle of papers to the examination hall for distribution.
The supervisor might be a chemistry lecturer in the college where the exams are being held, but the Observer and the Coordinator being CAs can always go through the contents of the paper to make sure that it is indeed the paper of the day that they are going to hand over to the candidates.
Once the wrong question paper gets distributed amongst the candidates, they're going to raise a stink. And the officials will suddenly wake up from their slumber and realize what they've done--they've distributed Information Technology question paper on the day the students had come to take the Auditing paper!
Just because of the incompetence of a couple of officials at one centre, the ICAI will have to postpone the exam in the entire country.
I "hope" this is the reason behind the postponement of IT paper of the IPCC. This is accidental leaking. It would hurt me to know that they had to postpone the exam because someone in the ICAI hierarchy sold his soul for a few thousand rupees.
