The Union Budget 2009-2010 has some provisions which are applicable from 01.04.2010...Is these provisions are applicable in May 2010 exams....

No these amendments will not be applicable for May 2010.
Bcoz the amendments prior to six months from the month of examination are applicable as per the guidelines of the ICAI. Further only these amendments are proposed and they are not still applicable. They will be applicable only after they are passed in the Parliament.
