Is there mandatory to give inwards details relating to composition dealer in Gstr4.....?

Refer Rule 62(3) of CGST Rules 2017
but it is the basic provision time to time it has been notified granting taxpayers the permission not fill the inward supplies recieved from registered dealers.....
