As per my opinion , you should start New Bill book with new Sr.no 1 form 1/4/2019 . read rule 46 (b) of the CGST rules 2017. you can take others opinion also.
The important thing is to have UNIQUE serial numbering of the Invoices. There are no restrictions. But a new series helps and a better choice for accounting purposes as it brings clarity in maintaining accounting records properly.
