how a restaurant owner raises a invoice to its customers in case he has opted for regular GST registration can he charge GST to the final consumer ?

Yes, he can. You will have to charge the respective rates of the goods and services.
Yes... GST will be chargeable to all the customers. No more special billing to final consumers...
Raise the Tax Invoice as accordance to Section 31 of CGST Act & Rate of Tax shall be @ 5% as per Notification 46/2017 CT (r)
