for invert tax refund , sales rate is 12% and purchase rate is 5%,12%,18%,28% so I can claim this refund for input rate 18%, 28% ITC

Yes, you can go for the refund, but note, total ITC should be more than total Output. Refer Circular 79/2018 dated 31st December 2018.
