please reply the documents needed for interstate purchase from unregistered person. Buyer is registered

unregistered person cannot sell interstate
as of now sec 9(4) is not applicable if bought from unregistered buyer raise an invoice as per section 31(3)f on receipt of goods or services or both on making payment raise a payment voucher as per 31(3)g on payment of value + tax
