Here is my Explanation:

251/10= 25+ 1 scrap

i Said 10 Because it need only 10 full parts to make a soap.

even if u entered with 11 parts u ended up with 1 part left , thats the logic behinds it.

so 25 + 1 Scrap is right answer.
