we have unpaid amount of service tax from the year 2009.whether the new rate will be applicable to dues from retrospectively or diffrential rate shall apply?

service tax interest rate is payable @ 18% p.a. from 2009 onwards. liability arises from the date of due or service tax paid whichever is earlier.
New rate will apply irrespective of the date of default. Hope it is clear to you now.
