Interest paid on land

Hi guys

i need your advice

a salaried employee can claim interest on loan paid towards plot as the construction not yet started .HRA was claimed.

a salaried employee can claim interest on loan where construction is in progress and claimed HRA. Is he eligible for both ?

please advice or also please let me know for more details
