DEAR HARISH,
IT IS DISSALLOWED BY REASON OF MANY JUDGEMENTS...........
NO SECTION IN LAW...........
It has been held by various judgements that any sum paid under Income Tax & Wealth Tax Act cannot be claimed as Deduction..........

I have modified my earlier reply regarding Sec 40, since it deals with only Income Tax & not interest on TDS...
